Configuration lives at the top of the Targeting tab. Toggle on "Suppress campaign when goal is complete," and for form campaigns choose how partially-known visitors should see the form: hide known fields, lock them, or pre-fill them as editable. Smart Goals pair beautifully with Missing Profile Fields targeting — the latter triggers a campaign when data is missing, while Smart Goals suppress it once the data is collected.
